Bypassing needing Internet and/or a Microsoft account on Windows 11 setup

  1. Don't connect your computer to Ethernet
  2. Go through the basic language settings in the Out Of Box Experience (OOBE) until you are prompted to connect to a network
  3. Press Shift-F10 (or perhaps Shift-Fn-F10) to open a local administrator command prompt
  4. Type: oobe\bypassnro and hit return
  5. The computer will reboot and start the OOBE again
  6. This time on the connect to network, there will be a I don't have Internet link at the bottom. Click on this
  7. You will be prompted to create your local account and will be automatically logged in as this user

There are reports that this does not work on 25H2, but we have tested it on 25H2 (Aug 2026) without problems
